Under the new regulations, e-KYC is mandatory for customers with Aadhaar, while D-KYC is required for other users. Furthermore, all telecom companies must implement the Biometric Identity Verification System (BIVS) for issuing new SIM cards.

**Three Major Changes**
Mobile SIM cards can no longer be obtained in someone else's name or without visiting the store in person; users must physically visit the outlet to undergo a biometric scan. Attempting to use forged documents when purchasing a SIM card will invite legal action and potentially heavy fines. You will now receive a mobile notification regarding requests for SIM re-verification or issuance; if you did not initiate the request, simply reply with 'NO' to prevent fraud.

**Mandatory Biometric Verification**
Live biometric verification is now mandatory for purchasing a new SIM card or updating details—such as name, address, and photograph—associated with an existing SIM card. The previous practice of completing these processes solely via OTP or physical documents will no longer apply.

**Curbing SIM-Related Fraud**
Cybercriminals and unscrupulous individuals often commit financial fraud using SIM cards obtained fraudulently or issued in other people's names. However, under the new rules, SIM cards will only be issued to individuals who complete biometric authentication. Verification Required for SIM Swaps and Portability
Users will also be required to undergo this verification process when obtaining a replacement SIM card (SIM Swap) due to loss or when opting for mobile number portability (MNP)—switching to another telecom service provider. This measure aims to completely curb unauthorized SIM duplication.

Deadline Set for Telecom Companies to Implement Changes
The Department of Telecommunications has directed all telecom companies—Jio, Airtel, and Vi—along with their authorized Point of Sale (PoS) dealers, to immediately update their systems in compliance with the new biometric regulations. They have been given a three-month deadline to do so. Furthermore, strict legal action and penalties will be imposed on dealers found selling SIM cards without proper verification or through incorrect procedures.
